Blueprint helps governments, housing providers, and community organizations strengthen housing systems—ensuring they are more coordinated, effective, and responsive to people’s needs.

We work to reduce homelessness and expand access to safe, stable housing through better policies, programs, and system design. This includes reimagining housing benefits, assessing transitional and supportive housing models, and aligning strategies with broader social, health, and economic goals.

We help design and evaluate interventions that promote housing stability and reduce risk, such as rapid rehousing and wraparound supports for people with complex needs. Across all our work, we focus on real-world implementation and continuous improvement.

Our analytics and performance tools let decision-makers understand need and demand—locally and system-wide. We identify who’s being reached, where gaps exist, and how to better coordinate and target services. Blueprint works with governments, community organizations, and service providers to strengthen systems that support safety, justice, and well-being—especially for those who are underserved, over-policed, or overrepresented in the justice system. We centre prevention, safety, equity, and public value, helping partners shift from reactive enforcement to proactive and safe community strategies.

We’ve supported community safety plans, diversion frameworks, and justice transformation initiatives, combining policing, housing, health, and social services to build integrated responses. Using data analytics, we’ve helped decision-makers identify high-need populations, track system involvement, monitor safety trends, and improve outcomes.

Our research and evaluation services assess what’s working—and where systems can improve. We test and refine prevention programs and alternative response models. We also build tools and capacity for real-time learning and continuous improvement.

We’ve helped municipalities create city-wide safety strategies, evaluate diversion and housing programs, and improve cross-sector data infrastructure. And we’ve worked closely with local leaders and service providers to ground solutions in lived experience.
