Solutions that help people reach their economic potential—including supports for labour force transitions, upskilling and reskilling, newcomer integration, financial empowerment, childcare, and income supports.
Blueprint partners with governments, community organizations, and funders to strengthen systems that support employment, skills development, economic integration, and income security. Our goal is to help more people—especially those facing systemic barriers—build meaningful careers, achieve financial stability, and contribute to a more inclusive economy.
We’ve helped public systems respond to urgent challenges: increasing labour force participation, improving worker mobility, and developing a skilled, resilient workforce to deliver on national priorities—from infrastructure and clean energy to care work and advanced manufacturing.
Our work spans the full policy and program lifecycle. We support strategy and design, use data analytics to surface patterns and barriers, and evaluate what’s working—with a focus on implementation, equity, and outcomes. We help modernize employment services, redesign income supports, improve labour market information, and strengthen performance systems.
We’ve supported provinces in transforming employment systems, tested models for training and income delivery, and helped governments use data to improve coordination and outcomes. Across every challenge, we bring deep policy insight, strong technical skills, and real-world delivery experience.
Economic opportunity doesn’t happen by accident. It’s built through systems that work for people. We help our partners make those systems more responsive, inclusive, and ready for what’s next.
Solutions that increase access to safe, affordable housing—reducing homelessness, supporting housing stability, and accelerating pathways to rehousing.
Blueprint helps governments, housing providers, and community organizations strengthen housing systems—ensuring they are more coordinated, effective, and responsive to people’s needs.
We work to reduce homelessness and expand access to safe, stable housing through better policies, programs, and system design. This includes reimagining housing benefits, assessing transitional and supportive housing models, and aligning strategies with broader social, health, and economic goals.
We help design and evaluate interventions that promote housing stability and reduce risk, such as rapid rehousing and wraparound supports for people with complex needs. Across all our work, we focus on real-world implementation and continuous improvement.
Our analytics and performance tools let decision-makers understand need and demand—locally and system-wide. We identify who’s being reached, where gaps exist, and how to better coordinate and target services. We also help municipalities and housing providers strengthen data infrastructure, track progress, and scale effective approaches.
The results? Better access, less duplication across systems, and a stronger evidence base for what works. With policy insights, analytical rigour, and a people-centred approach, we help build housing systems that deliver results—for individuals, communities, and our economy.
Solutions that promote healthy development, strengthen families, and support the well-being of children and youth—especially those involved in public systems—so all people can thrive.
Blueprint partners with governments and community organizations to strengthen the systems that support children, youth, and families across life stages and intersecting needs. From early childhood to adolescence, mental health to housing, we bring insight and coordination to complex challenges.
Children and families rarely interact with a single system. That’s why we take a systems lens to everything we do—helping our partners move beyond fragmented mandates toward proactive,
integrated approaches that reflect how people actually navigate health, education, social care, and justice services.
Our work includes mapping service pathways, identifying gaps, and building strategies that address root causes—not just symptoms. We support early interventions, improve service coordination, and focus on outcomes that matter: healthy development, family stability, and long-term inclusion.
Through applied research and evaluation, we support promising innovations—from wraparound supports to cross-sector early intervention models. Our analytics help identify risks, model needs, and target services to enable smarter investment and planning.
We’ve helped partners improve early years programming, assess youth mental health initiatives, and design tools for continuous learning. Across all projects, we bring deep policy expertise and a commitment to solutions that are grounded in lived experience.
A better future starts with strong foundations. Building those foundations means designing systems that are proactive, equitable, and built to help all children and families thrive.
Solutions that connect justice, health, and social services to strengthen safety, reduce harm, and address root causes—improving social and economic outcomes for individuals and communities.
Blueprint works with governments, community organizations, and service providers to strengthen systems that support safety, justice, and well-being—especially for those who are underserved, over-policed, or overrepresented in the justice system. We centre prevention, safety, equity, and public value, helping partners shift from reactive enforcement to proactive and safe community strategies.
We’ve supported community safety plans, diversion frameworks, and justice transformation initiatives, combining policing, housing, health, and social services to build integrated responses. Using data analytics, we’ve helped decision-makers identify high-need populations, track system involvement, monitor safety trends, and improve outcomes.
Our research and evaluation services assess what’s working—and where systems can improve. We test and refine prevention programs and alternative response models. We also build tools and capacity for real-time learning and continuous improvement.
We’ve helped municipalities create city-wide safety strategies, evaluate diversion and housing programs, and improve cross-sector data infrastructure. And we’ve worked closely with local leaders and service providers to ground solutions in lived experience.
At Blueprint, we help partners break down silos, use evidence to drive change, and build systems that put people first.
Our team and partners live and work on the traditional territory of many Indigenous people across Turtle Island. Blueprint’s home office is situated in the area known as Tkaronto, an area that has been caretaken by the Anishinabek Nation, the Haudenosaunee Confederacy, and the Huron-Wendat for thousands of years. We strive to meaningfully incorporate principles of reconciliation with First Nations, Inuit, and Métis peoples in our day-to-day work, as is our collective responsibility as treaty people, which requires ongoing reflection and collective action.
